Gabriel Hewitt is the President of the Seattle City Council, and an aspiring and ambitious politician who desires a more powerful and prestigious government position, and is willing to do whatever it takes to achieve it.

When Shawn Farrell ran for the vacant spot on the Seattle City Council, Gabriel noticed that nation-wide media attention has been attracted to Shawn and those near him, and used it to publicly discredit Shawn and the 4400 at large, hoping to use it as a springboard to propell himself to a higher position. Gabriel, when visiting Shawn at the 4400 Center, privately explained to Shawn that he truely respected the 4400, but would keep slandering him if it means achieving power. Shawn, after hearing about a vision of Gabriel from Maia Skouris, confronted him at his home, telling Gabriel he knew that he actually despised the 4400, and vowed he would do everything in his power to prevent his rise to power and stormed out, leaving Gabriel shocked.
Gabriel recovered from the shock and later announced his candidacy for Seattle Mayor, ignoring Shawn's warnings. Shortly after his campaign began, Gabriel suffered a serious stroke and subsequent brain damage, which Shawn suspected that Jordan Collier had arranged because of a previous meeting they had shortly before Gabriel's stroke, in which Shawn and Collier both agreed Gabriel was a danger to the 4400. Collier insisted that he had nothing to do with Gabriel's sudden health problems (and was supported by Kyle Baldwin) but Shawn didn't believe him. Shawn later visited Gabriel in the hospital and healed him of his injuries. Gabriel awoke surprised and grateful for his act of kindness, and thanked him. Shawn asked that he didn't thank him "just change". Gabriel agreed and shook his hand.

Had Gabriel's views of the 4400 remained unchanged, he would have succeeded in gaining his intended position, revealed to be the President of the United States, and proceeded to have all promicin-positive humans, including the 4400, rounded up into prison camps and either imprisoned for life or gassed to death.
