Numerous safe houses have appeared on the 4400, used by characters to hide, ususally from NTAC.

[edit] Arcadia Estates
The 4400 Center as well as Arcadia Estates were created as a safe house(s) for 4400s. But this article refers to houses obtained for hiding and protection purposes.
[edit] Richard and Lily's Cabin
Richard, Lily, and Isabelle hid in a cabin for about one year while hiding from Jordan Collier and NTAC. Richard brought Lily there to die.
[edit] Kyle
In White Light, Tom, Diana, and Linda broke Kyle out and planned to hide him in a safehouse, but Kyle insisted on going to Highland Beach. In Hidden, Linda Baldwin hid Kyle in an empty house (for sale by March Chase Realty) that was being remodelled, as he's hiding from his dad. This was after Kyle assassinated Jordan Collier but before he confessed to his dad. After following Linda Baldwin to this house, Tom was able to sneak in through an unlocked window so this house wasn't very safe.
[edit] Richard's Safehouse
Some members of the 4400 hide in a safe house in The Fifth Page rather then being sent back to quarantine during the promicin inhibitor scandal. Richard and several 4400s stayed there, as well as Matthew Ross and Kevin Burkhoff. Richard had plans to fight NTAC if they tried to storm the house, but Matthew cautioned him that if he did that there would be no turning back. Dennis Ryland and NTAC eventually found this house with the help of a 4400 squeller. They planned to storm the house and arrest everyone inside, but Tom Baldwin arrived just in time to stop it. According to the Fifth Page, Jordan Collier left 37 safe houses across the country for an emergency such as this.

Lily left Richard's safehouse for fear of her safety. Her ex husband hid her in a safe house. After Isabelle tormented her with visions she returned to Richard's safehouse

As part of Jordan Collier's Promicin Distribution Plan, he had his secretary Devon Moore hide in a house while taking promicin.
