Jordan Collier is the leader of a faction of 4400's and humans dedicated to saving the world from the Catastrophe. Collier, because of spreading promicing to the world, is considered the most wanted man on Earth by the world's governments, while the civilian population sees him as the next messiah.

Much of Collier's history is unknown, but he apparently went into business, becoming highly successful, and even having his name on the side of a building by the time he was 30, deriving a large portion of his vast fortune from real estate transactions. Collier also was married by the time he was abducted, but his marriage was rocky at best.

[edit] Leader of the 4400

Upon the 4400's return to Earth, Collier became pro-active in helping the 4400 organize and "create a world of our own", which caused many 4400's to see him as their de-facto leader. Collier was also confident enough to announce his identity as a 4400 on the Barbara Yates Show, hoping to put a human face on the 4400, and spread the message that they were a force for good. Collier, having been voted back in as CEO of his real estate company upon his return, built Arcadia Estates to be a safe haven for 4400's facing discrimination, with plans to built similar facilities across the United States.

Collier became un-naturally interested in Richard and Lily's un-born child, as upon learning of it's origin in the future, Collier believed it was either a messiah or key to the future, which either way must be protected, something he believed that he was only one qualified. Initially he tried to keep them close with benefits and luxuries, but eventually tried harder methods by revealing a dark secret from Richard's past in an effort to split them up. Richard and Lily eventually got wise, and proceeded to prepare to leave the Estate. Collier and his guards intercepted them as they prepared their car, with Collier trying to convince them to stay. Ultimately this failed, and guns were drawn in a heated standoff. In the midst of the chaos, Collier grabbed Lily around the stomach, and the ub-born baby, aware of what Collier was planning, struck him with an unusual form of energy, inflicting massive head injuries, and knocking him to the floor, while Richard and Lily escaped. As they left, Collier vowed that the baby belonged with him and he would find them.

Collier, later that same evening, drew up plans for a new type of facility, and also inquired into Shawn Farrell's, a troubled 4400 Collier had met and befriended at one of the meetings at his mansion, ability.

[edit] A Changed Man

A year later, Collier had completed his new facility; The 4400 Center, and closed down the un-needed Arcadia Estates, and its associated movement for the purpose of protecting the 4400. Collier, from his experience with Lily's child, had reformed into a better person (though suffered mental degradation and severe headaches as an after-effect of the attack) and saught to help the 4400 better the world in purer ways, such as creating the Key Program, dedicated to helping ordinary people gain abilities. Collier's wealth was now coming from Shawn's healing of high-society or wealthy family members in exchange for large donations, all the while Collier had become a father-figure to Shawn.

Collier also became increasingly popular with high-ranking government officials and celebrities, playing on their securities (in contradiction to his own teachings) to gain favor. One infamous event was seducing pop star Chloe Granger into becoming his latest mistress and pet superstar, casting aside his affair with Devon Moore, one of his most devoted followers who had been similarly seduced by Collier, and the resulting depression nearly lead to her suicide.

Collier still seeked Richard and Lily's location, paying his own security people and bribing local law-enforcement officials to secretly look for them. When Richard was arrested by sheriff's loyal to Collier, he met him at the local station, where Richard really saw Collier had changed. Richard brought the baby; Isabelle Tyler, to Collier, to see if Isabelle would kill him if Collier had ulterior motives (which Lily feared), however, Isabelle accepted Collier and moved in with him at the Center, with Collier and Isabelle becoming close.

Meanwhile, Collier was at odds with NTAC, who saught to limit the expansion of Collier's power base, such as by spying on the Center and keeping watch on his associates. This led to Collier and NTAC primary agents Tom Baldwin and Diana Skouris facing off on numerous occasions. Hostilities originally arose when he bribed Agent Hubbard to supply him with authentic government documents revealing the 4400's mission on Earth; to save it from The Catastrophe, and revealing it to the world in his book.

[edit] Death

With the upcoming 4400 Reunion at the Center, Collier's lifetime of aggressively pursuing power came back, with one said associate; Ian Dravitt, ordering one his hired guns; Laurent Ganning to kill Collier with a specially-made gun and bullets to evade his security.

By this time; 4400 Maia Skouris had seen in a vision Collier's death, and NTAC was alerted. Collier, having learned of this, attempted to speak with Maia about what she saw but her aunt refused to let him in.

Collier, desperate to know what to do, spoke to Isabelle. Isabelle showed him a vision of the Reunion going smoothly, civilians gaining abilities and Collier becoming a god in the eyes of the people. Convinced the assassination had been thwarted with Ganning's arrest, Collier continued with his plans.

All seemed well with the ceremony, but suddenly, Collier was shot twice in the chest by an unknown sniper. While Agent Baldwin tried and failed to catch the assassin, nearby paramedics were helpless to save Collier. Suddenly, Shawn broke through the restraining bodyguards and used his ability to momentarily heal Collier, revealing his power to the entire world (the camera was still rolling). Collier's last word was "She lied", as he had realized Isabelle had set him up with a fake vision.

At Collier's funeral, Collier's body disappeared from the casket, despite the only entrance being guarded.

It was ultimately revealed that the assassin was Kyle Baldwin, who was under the influence of a future entity, which in turn was destroyed by Shawn, who took Collier's place as head of the Center.

[edit] Resurrection

Collier's body was later revealed to have been salvaged by the People from the Future, who resurrected Collier and equipped him with the power to strip a Promicin Positive of his abilities, for the purpose of killing Isabelle, who was revealed to be the "Enemy of the 4400 and all that is good". Collier stayed in the future for thousands of years (apparently gaining the ability of Longevity, but it is not proven) and saw the decline of humanity after the Catastrophe and rise of the Brutal and Powerful Elite.

Collier was returned to save the future, but something apparently went wrong with the process, and his memories were lost to the point Collier did not remember his own name. Alone and confused, Collier wandered aimlessly across the United States, becoming an infamous homeless person nicknamed "The Preacher", building up a hugh following across the midwest and western United States, by preaching the traumatic events he saw in the future.

Collier's return was also detected by The Marked.

Collier, piecing together his fragmented memories, reached the Center at Shawn and Isabelle's wedding, and asked the shocked Shawn if he knew who he was. When Tom and Diana attempted to reach Collier, he was frightened enough to run away, somehow escaping. While a massive manhunt was underway for him, Collier, reading a newspaper clipping of his own death; somehow got to the prison where Kyle was being held, and asked if he killed him. The nearby guards immediately restrained a struggling Kyle and arrestd Collier, remanding him to NTAC's custody. Collier also regained his present-day memories with help from Alana Mareva.

NTAC's superiors initially plotted to keep Collier imprisoned indefinately, but Tom, desperately seeking a way to free Kyle, got word to the media, who released the information to the public that Collier was alive. After a massive protest, Collier was released, who in turn proceeded to arrange for Kyle's release, return as head of the Center, and banish Isabelle from the Center. Collier, through resurrection, achieved messiah-like status among the world's population, with many religious leaders giving him their stamp of approval, and 4400's and non-4400's alike flocking to his banner.

Collier, after a brief period of silence, unleashed his plan to avert the Catastrophe; he and the reformed Nova Group, would steal Haspel Corporation's supply of promicin, the substance that gave a person their 4400-like abilities, and giving it away to the public. The plan worked perfectly, also eliminating the first of the enhanced soldiers to boot, and soon thousands of people had abilities, though Collier was troubled with the deaths of thousands of others due to the 50% mortality rate.

[edit] Earth's Most Wanted

In an effort to contain promicin, the world's governments decreed the substance to be illegal, and anyone determined to be "Promicin Positive", was to be arrested and imprisoned for life without trial, with Collier himself becoming Earth's most wanted fugitive.

Initially hiding in forest hideouts, Collier returned to put down the threat of renegade Promicin Positive Graham Holt with his ability, convincing the people they were "worshipping the wrong messiah" and disappeared. Collier then began building a community of Promicin Positives in the safety of Evanston, where it is here he meets Kyle and the powerless Isabelle. Initially having them detained, Collier was inspired by Kyle's knowledge of White Light to release them, with Collier taking Kyle under his wing and making him his second-in-command. Upon abandoning Evanston, Kyle used his own ability to lead them to the Duwamish River Delta sector in Seattle, and erect Promise City, the foundation of paradise; effortlessly shirking off the government's response, and expanding his followers to 500 and doubling his territory.

Collier, along with Tom, Diana, Marco, Brady, PJ, Kyle, Shawn, Isabelle, and Maia, was trapped in NTAC's headquaters in No Exit due to PJ's ability. During this ordeal, he came to respect Tom more. In Daddy's Little Girl, he offered a hand of friendship to the returning Richard, who refused it. He later gave the name of Richard's former deputy when he worked at the 4400 Center, helping NTAC to capture Richard. In Tiny Machines, Isabelle, who had newly regained her powers, captured Collier and turned him over to the Marked, who proceeded to implant Drew Imroth's future agent in him. In the season 4 finale, Tom, whose future agent had been extracted from him, attempted to break Collier out. This failed, but Isabelle, who had turned good once more, broke both Tom and Collier out at the cost of her life. Collier then proceeded to, in the wake of the mass-spreading of promicin throughout Seattle, expanded Promise City to emcompass all of Seattle.

Well I stand before you today, to tell you that the time for hiding is over. And that the time for miracles has begun. And it starts right here. Today we claim this god-forsaken piece of Earth "ours". We will rebuilt it. We will make it whole again. Using our abilities, we will heal its toxic soil. We will cleanse its polluted waters. And we will turn this blighted place into a garden. For those willing to join us, we welcome you. All you need is an ability, and the willingness to become part of a miracle. But, the blessings we bring, will not be just limited to this small place. Because this is just the beginning of a much wider, and deeper healing. Because the miracles we work here, we intend to work everywhere. Help us, work with us, and together we can transform this world into a paradise. For those of you unwilling to join us, all we ask is that you leave us in peace. If you insist on interfering, If you threaten us, or in any way attack us, there will be consequences. Immediate...and severe. But I did not come to intimidate, this is a message of hope for a better tomorrow. For a new world. And it begins here in this...city of hope. It starts here...in Promise City.
