Hydrokinesis is a promicin-induced ability that allows its user to generate, control and manipulate bodies of water. Though this ability can be used to great effect, either transporting the water levels in a human body between groups of people, or manipulating the ocean itself to make a ship sink slower, this ability is also dangerous to its user, as the user can still drown.

4400s Olivia Germaine and Duncan Germaine has this ability, but it only works while in physical contact with eachother.
