William O. Campbell is the actor who plays Jordan Collier on the 4400. He has made a successful career out of playing villains, such as a messianic abduction survivor on The 4400 (although this character is not necessarily villainous), a college professor accused of raping a student (played by a fellow Law & Order: SVU special guest star, Shannyn Sossamon) in Law & Order: Special Victims Unit, and serial killer Ted Bundy in the made-for-TV movie The Stranger Beside Me, based on true crime author Ann Rule's book. He is not related to Conchita Campbell, who plays Maia.

According to imdb.com, Billy is the heir to the Champion spark plug fortune. According to a commentary, Billy is a Civil War reenactor. He has complete uniforms and gear for both the North and the South and fights for both sides. He took a year off to sail around the world, delivering medical supplies to remote locations. The producers of The 4400 dealt with his absence by assassinating his character, Jordan Collier. When Billy returned to work, Jordan was miraculously ressurected.

His other credits include the starring role in the television series Once and Again as well as his role as a gay gynecologist, Dr. Jon Philip Fielding in all three of the television mini-series adaptations of Armistead Maupin's novels of the same title Tales of the City, More Tales of the City, and Further Tales of the City. Campbell can be currently seen in his two recurring roles, one as Carter Buckley in the television series The OC and the other as Jordan Collier in The 4400. His film credits include The Rocketeer, Bram Stoker's Dracula and Enough.

Campbell was the second choice of the producers of Star Trek: The Next Generation to play the role of William Riker, but lost the role to Jonathan Frakes. Campbell would later appear as a guest star in the second season episode "The Outrageous Okona". In 2000, he was named one of the "World's 50 Most Beautiful People" by 'People magazine.

Starting in Season 4 of the 4400, Billy Campbell will be a series regular (no longer a special guest star). [1]

According to Law & Order: Special Victims Unit, he is 6 feet 4 inches (1.93 m) and 200 lbs. (91 kg). Campbell has volunteered as an actor with the Young Storytellers.
